A progressive State Health Department, facing a backlog of 12 million legacy vital records and certificates, struggled with traditional document management and processing methods.
THE CHALLENGE
Paper vital health records and certificates were being maintained on microfilm or in original record books. The migration to a digital image format was needed not only to safeguard critical data, but also to help streamline, standardize, and automate processes for the State Registrar, and record requesters. A secure and compliant system was required to capture confidential personal information such as state registry number, birth date, mother maiden name, and address.
THE RESULTS
Completing the original contract in a matter of months via outsourcing, versus a multiple year internal project, SOURCECORP used a custom platform of software tools for digital scanning, forms identification, OCR/ICR capture, data clean-up, and data transfer to complete the considerable conversion program. The State’s vital health records are now paperless, quickly accessible, and maintained in a secure central database. The new program also supports disaster recovery in a storage format that will last for 300+ years.
